Brooks began her career as a feature writer for the Warrington Guardian, a local newspaper in Cheshire, England. She then moved on to work for several national newspapers, including The Sun and the News of the World. In January 2003, Brooks was appointed editor of The Sun, becoming the first female editor of a British national newspaper. She held this position for six years before being promoted to CEO of News International, the parent company of The Sun and the now-defunct News of the World.
In 2011, Brooks resigned as CEO of News International following a phone hacking scandal at the News of the World. She was later charged with conspiracy to intercept voicemail messages and perverting the course of justice but was acquitted of all charges in 2014. After her acquittal, Brooks returned to News UK (formerly News International) as CEO in 2015, a position she held until 2020. In 2021, she was named the CEO of the wireless division of Rupert Murdoch’s media company, News Corp.
